After the devastating Eaton Canyon fires displaced families across Los Angeles County, MHDC launched the Dream to Rebuild Program to help survivors rebuild their homes with dignity, clarity, and support. As an Owner’s Representative, MHDC walks alongside homeowners through every stage of recovery—beginning with intake, insurance review, and a full affordability assessment, and continuing through model selection, permitting, contractor coordination, and construction oversight.
Rooted in our mission to create safe and stable housing opportunities, this end-to-end program ensures families are not navigating the rebuilding process alone. From the first appointment to receiving the final Certificate of Occupancy, MHDC provides trusted guidance, advocacy, and hands-on support to help families return home
Step 1. Enrollment
Clients enroll in the Dream to Rebuild Program and submit all required financial documents. Staff will confirm completion of the document submission process.
Step 2. Budget Analysis
Staff conducts a full review of the client’s financial documents to determine rebuilding affordability. Clients meet with staff to review the budget analysis and discuss how much they can realistically afford to rebuild.
Step 3. Home Model Selection
Clients review affordable home models and floor plans. They then meet with representatives from the architectural firm to select a model and finalize design plans.
Step 4. Construction Preparation & Oversight
MHDC assists clients in obtaining bids, reviewing proposals, and selecting a contractor. Once a contractor is chosen, construction begins. The Project Manager provides weekly updates on construction progress until the home is completed.
Step 5. Finalization & Move-In
The new home is completed, and all final checklist items are reviewed with the client. The client receives their Certificate of Occupancy (COO) and is ready to move into their newly rebuilt home.
