Montebello Housing Development Corporation (MHDC) is a dynamic non-profit committed to empowering low- and very low-income residents across Los Angeles, San Bernardino, Riverside, and Orange counties. We offer comprehensive, HUD-approved services, including homebuyer education classes, financial literacy programs, pre-purchase and mortgage default counseling, and substantial down payment assistance. At MHDC, we're not just helping families buy homes; we're equipping them with the knowledge and tools to build a brighter, more secure future.
To educate and assist in the delivery of safe, sanitary, quality and affordable housing to individuals and families of modest financial means.
To educate low-income families so that they can take charge of their finances and become first-time homebuyers, we aim to provide financial literacy education, homebuyer education, and counseling free of charge. Our goal is to prepare them to transition from renting to owning a home and to build generational wealth.

A Vision for Affordable Housing In 1991, the Montebello City Council recognized the urgent need for affordable housing and established the Montebello Housing Development Corporation (MHDC) as a key initiative of the city's Affordable Housing Strategic Plan.
Incorporation and Early Priorities Incorporated in November 1992 as a public service nonprofit, MHDC quickly made homeownership for first-time buyers of low- to moderate-income a cornerstone of its mission, working closely with the city's Economic Development Department to fulfill this vision.
Growing Independence and Staff Development By 1999, MHDC had gained independence from city administration, and by 2001, it had fully established its own administrative team, reflecting the community's diversity. The organization relocated its offices in 2000 and began building a dedicated staff to manage its expanding programs.
Commitment to Excellence As of July 2003, MHDC's team had grown to include 4 full-time and 2 part-time employees, all guided by a capable Executive Committee. Led by President Robert Monzon, Chief Financial Officer Pat Renteria, Vice President Jaime Legaspi, and Operations Manager Anne Vilagut, MHDC continues to uphold its commitment to empowering families through quality, affordable housing.
